The Services Division is made up of several individual units including Investigations, Detectives, Street Crimes, Gang Suppression, Records, Evidence and Property, Dispatch, and Animal Services.
The Services Division's primary goal is to provide support services to the Operations Division of the police department and to the community itself. Our team of highly-trained investigators follows up on all serious felony cases and proactively targets illegal activities related to narcotics, gangs and vice. Our personnel handle all incoming 9-1-1 calls and other calls for service. They also maintain all of the records, property and evidence for the agency.

Code Enforcement
The Code Enforcement Division investigates violations of the Manteca Municipal Code and other State and Federal codes related to land use, building, business licensing and operation, health code, and various other non-criminal statutes. Code Enforcement's goal is to gain voluntary compliance for violations of state and local laws.
The Code Enforcement Unit is comprised of two Code Enforcement Officers who handle all complaints and proactive enforcement related to non-criminal statutes.

Frequently Asked Questions
How often do I need to submit an alarm permit?
Residential permits are valid for two years and expire on December 31 of the second year. Even numbered residential addresses must renew in even numbered years, odd numbered addresses in odd numbered years. Residential permits must be renewed by January 31 in the renewal year. Business/Commercial permits are valid for one year, expire on December 31, and must be renewed in January of the following year.
Does Code Enforcement recognize extenuating circumstances?
Code Enforcement officers have the discretion to grant time extensions and work collaboratively with citizens on correcting violations.
Does Code Enforcement proactively look for violations?
Code Enforcement is primarily complaint driven. However if an officer observes a safety hazard during daily inspections, the violation will be addressed accordingly.
I reported a violation but nothing appears to be happening.
Reported violations can take up to 30 days to be resolved. If your issue was reported more than 30 days ago, please contact us to check on the status.
Will you notify me once the issue is resolved?
Due to a high volume of reports, the person who reported the violation may not be contacted unless we need more information.
What doesn't Code Enforcement handle?
- Emergency situations threatening human life or property — call 911
- Private disputes between neighbors
- Situations not specifically addressed in the Manteca Municipal Code
- Inoperable or overweight vehicles in the roadway or street

Communications Center
The Manteca Police Communications Center is staffed by a team of specially trained Public Safety Dispatchers — currently 13 full-time dispatchers including one supervising Dispatch Coordinator.
The Communications Center answers all 9-1-1 calls, non-emergency calls, the South County Crime Stoppers line and all transfers to and from other agencies. Dispatchers use automated warrant systems, GIS mapping, stolen vehicle systems, computer aided dispatch systems and automatic vehicle locators to assist in providing necessary information.

Detectives
The Detective Unit consists of police officers specially trained in solving crimes requiring additional technical expertise or long-term investigative commitments. Detectives are assigned to felonious criminal investigations including homicide, burglary, fraud, robbery, arson, child abuse and sexual assault. They are on-call 24 hours a day.

Gang Suppression Unit
In 2018 the Manteca Police Department combined the Gang Suppression Unit (GSU) with the Street Crimes Unit (SCU). The combined SCU identifies, documents and assists in the prosecution of gang members and their associates accused of gang related crimes. SCU conducts regular probation and parole searches of known gang members and provides training to parent groups, students, schools and community organizations on gang awareness.

Property and Evidence
The Property and Evidence Unit is responsible for receiving, maintaining and purging all evidence and property booked at the Manteca Police Department, including property booked as found, contraband or for safekeeping.
The Property Officer is available by appointment Monday through Thursday, 8:00 AM – 5:00 PM. To schedule an appointment, call (209) 456-8131.
Records
The Records Unit handles incoming telephone requests for non-emergency information and assists citizens with questions and concerns. The Records Unit is the official custodian of all active and inactive records, releases criminal justice records in compliance with applicable laws, and manages the Department's retention schedules.

Street Crimes Unit
The Street Crimes Unit is made up of 7 Detectives and one Detective Sergeant. One Detective is assigned full-time to the San Joaquin County Auto Theft Taskforce (Delta RATT). The unit investigates narcotics activity, vice crimes, homicide, rape, kidnapping and major assaults.
Narcotics activity in your neighborhood — things to look for:
- Unusual amount of traffic (vehicles or pedestrian)
- Short stay traffic
- Activity at all hours of the day and night
- Unusual chemical odors
- Excessively bright lights coming from houses

SHARPs
Seniors Helping Area Residents and Police (SHARP) is a volunteer group of men and women over the age of 40 dedicated to improving the community. Started in August 1991, the SHARP unit averages 65 members and devotes approximately 21,000 hours annually.
Primary duties include patrolling school areas and commercial parking lots, towing abandoned vehicles, removing graffiti, assisting with clerical duties in the Records unit, patrolling the bike path, and removing signs along roadways. The unit provides 7-day-a-week support to the Police Department.
