Homeless Navigation Center
The City of Manteca is committed to addressing homelessness through a compassionate, team-based approach that connects unsheltered individuals with the shelter, services, and support they need to achieve long-term stability. The City works collaboratively with local residents, faith-based groups, nonprofits, and service providers to create sustainable solutions to homelessness.
The City is moving forward with the development of a Homeless Navigation Center at 555 Industrial Park Drive, made possible through the City's partnership with Manteca Unified School District. The project focuses on improving a location that is already serving the community and will provide unsheltered individuals with access to shelter, wrap-around services, and case management.
What is a Low Barrier Navigation Center?
Unlike a traditional one-night-stay shelter, a Low Barrier Navigation Center (LBNC) is a housing-first, limited-stay program designed to alleviate the pressures of living on the street and support an intense focus on finding work and/or housing. The site provides wrap-around services that help participants maintain stability once they obtain housing. Navigation centers include onsite administration, intake, dining and community space, bathrooms, showers, and storage. Clients are permitted to bring their partners, pets, and personal belongings.
Service Provider: His Way Refuge Center
His Way Refuge Center serves as the navigation center's on-site service provider, offering a comprehensive range of services and support to residents.
Services
- Shelter beds for adult men and women
- Three meals served daily
- Access to daily showers and restrooms
- Clean clothing and hygiene kits
- Haircut station
- Transportation
- 24/7 on-site security
- Pet wash station and kennel services
Case Management
- Case manager and housing navigator assigned to each resident
- Development of an individualized case plan
- On-site behavioral health support

Project Funding
The Homeless Navigation Center is funded through a combination of local, county, state, and federal sources, including:
- General Fund (supported in part by Measure Q)
- San Joaquin County MOU Appropriation
- San Joaquin County Community Development Block Grant (CDBG)
- Homeless Housing, Assistance and Prevention (HHAP) Grant
- State Emergency Solutions Grant (ESG) Funds
