The City of Manteca operates and maintains the Sanitary Sewer System, which serves the community. The City's Sanitary Sewer System consists primarily of approximately 270 miles of pipeline, 19 pump stations, and the Wastewater Quality Control Facility (WQCF). The WQCF processes and treats approximately 6.5 million gallons per day (mgd), which is either land applied, discharged to the San Joaquin River, or can be used as reclaimed water for construction or landscape irrigation.
Wastewater Collection System Master Plan
In support of the General Plan and the Public Facilities Implementation Plan (PFIP), a wastewater master plan (WWMP) is required. The primary goals of the 2024 Wastewater Master Plan are: 1) to evaluate historical, and existing wastewater flows; 2) to refine collection system performance and planning criteria; 3) to build and calibrate the City's wastewater collection system hydraulic model; 4) to evaluate the need for new wastewater collection and treatment facilities to meet existing and future needs; and 5) to update and prioritize the City's Capital Improvement Program for wastewater collection and treatment improvements.

Sewer Rate Study
The City of Manteca has prepared a Sewer Rate Study, which provides the written basis for the proposed Monthly Sewer Rate updates. The proposed sewer rate updates are designed to ensure that the revenue collected from the sewer rates are sufficient to cover, but does not exceed, the City's costs of providing sewer services to its customers.
The City's cost of providing sewer services were proportionately allocated to each customer class based on the costs of serving that customer class. The basis upon which the proposed sewer rates were calculated is set forth, in further detail, in the Sewer Rate Study, which can be found below and is available in the Engineering Department located at 1001 W. Center St., Suite E, Manteca, CA 95337.
Sewer Capacity Fee Study
The City of Manteca has prepared a Sewer Capacity Fee Study, which provides the basis for charges to new development for connection to the sewer system.
