Manteca is accepting Requests for Qualifications (RFQ) to retain professional services from urban design and planning consulting firms interested in providing planning/design services for the preparation of a Downtown Specific Plan (DSP) for the City of Manteca. The goal is to create a DSP to integrate sustainability policies and recommendations into the City’s planning strategies for Downtown Manteca. The DSP would help provide a unique vision for Downtown Manteca to ensure continued growth and revitalization that benefits downtown residents and the larger community. The plan will provide sound policy and guidance on development, land use, transportation, economic development, housing, public spaces, and cultural arts.

RFQ issue date: August 18, 2025
