Long-Range Planning Documents

In addition to the General Plan, development activities in Manteca are often guided by additional levels of adopted long-range planning documents, which set the tone or flavor of Manteca:

A Master Plan is a sort of mini-General Plan that concentrates on one specific item or area, and sets policy goals or a certain design concept to achieve, improve, or protect its area of focus: for instance, a Master Plan for future bicycle or pedestrian infrastructure, or a Master Plan for a multi-phase retirement subdivision with park space and retail areas.

Specific Plans are similar to Master Plans, but are defined by California state law (State Government Code Sections 65450-65457) to combine policy documents with a regulatory document (usually a zoning ordinance) to overwrite or supersede the City’s General Plan details within a specified geographic area.  By law, a Specific Plan is required to include:

  1. Land use regulations and development standards
  2. A program of implementation measures
  3. Identification of planned or required public works projects needed to serve the Specific Plan area
  4. Indication of financing necessary to implement the Specific Plan and its recommendations.

Since Specific Plans supersede the City’s General Plan, which itself is subject to environmental review under the California Environmental Quality Act (CEQA) and based on the preparation of an Environmental Impact Report (EIR), a Specific Plan usually requires the preparation of its own EIR, with a greater level of detail and study than that required for the General Plan.  This ultimately allows for streamlined environmental review and exemptions for the projects listed in the Specific Plan, if they remain consistent with the Specific Plan.

OTHER PLANNING DOCUMENTS:

Active Transportation Plan
Adopted in 2020, the Manteca Active Transportation Plan identifies the network of trails, bike lanes, sidewalks and other elements which promote safe walking and bicycling throughout the City.

Climate Action Plan
The City of Manteca Climate Action Plan is a “toolbox” of policies and practices for the City and its residents to reduce greenhouse gas emissions.  The Climate Action Plan was updated in 2025 and officially adopted by the City Council on November 18, 2025 and is in effect.

SB 743 (VMT) Implementation Policy (with Traffic Impact Analysis Scoping Guidelines)
This is the City of Manteca’s adopted policy for evaluating traffic impacts of development projects under the California Environmental Quality Act (CEQA), in terms of Vehicle Miles Traveled (VMT).  This document also includes the City’s current guidelines on the scoping requirements for project Traffic Impact Analysis, in the form of either a Local Transportation Study (LTS), or a Local Transportation Assessment (LTA).  This document can be viewed here: SB 743 (VMT) Implementation Policy
