In accordance with Manteca Municipal Code, most land use projects, including new land development projects, construction of residential or commercial projects, redevelopment of existing parcels or buildings, changes in land use, and temporary land uses require review and land use entitlement permitting. 

What land use entitlement permits will my project need?
This will depend on the precise scope of work of the project, as well as the existing zoning of the parcels of land involved, and configuration of the existing parcels.  We are happy to discuss your project particulars, either in a scheduled in-person meeting, or over the telephone.  Contact us at (209) 456-8500.

What are the permitting fees?
Your project’s land use entitlement permit fees will also depend on the project’s scope of work (and what land use entitlements are required to achieve this) and the configuration and zoning of the existing parcels involved.  The current Planning fee schedule can be viewed here.  Please note: the entitlement permit fees are independent of actual Building Permit fees for construction.

To Apply for a Land Use Entitlement Permit:
1. Complete Application Checklist Items: see checklists and instructions.
2. Fill out the Operational Statement Form - Residential Projects or Operational Statement Form - Non-Residential Projects(as appropriate for your project).
3. Create a user account and fill out the online application on Accela.

4. Upload what project plans and supplementary documents you have available.
5. Planning staff will review the application for completeness, determine and verify the necessary entitlements based on the project’s scope of work and precise location, and will contact you within five business days with an estimate of fees and to discuss the next steps.
