The Manteca General Plan is a comprehensive, long-term plan for the City’s growth and its policies on land use.  It is adopted by the elected City leadership as a framework for public and private land development in Manteca, guiding decisions on growth, community flavor, and conservation of open space and resources to be consistent with the quality of life desired by the city’s residents and businesses, in eight basic categories: land use, circulation, community design, economic and fiscal vitality, community services and facilities, resource conservation, safety, and housing.  The most recent Manteca General Plan was adopted in February 2024.

The Manteca General Plan Housing Element is a dynamic subcomponent of the General Plan which focuses on how Manteca addresses the development of new housing.  Housing Elements are reviewed and updated at a greater frequency; typically, every five years.  The most recent Manteca Housing Element is the 6th Cycle, adopted on October 1, 2024.
