Each year, the City Council adopts strategic goals and priorities that guide the City’s budget, operations, and initiatives. These goals and priorities reflect the values of both the community and the City Council. In 2025, the City Council retained the existing mission, vision, and values statement, as well as the five strategic priority areas for Fiscal Year 2025-2026, but updated the ranking order of the priorities:

5. Expand Homelessness & Housing Options and Solutions

On May 6, 2025, the Council adopted its Fiscal Year 2025-2026 Goals & Priorities Work Plan, which are outlined in this brochure. The goals and objectives listed are broad and achievable, and the actions listed within each goal are to be completed over the next 12-18 months, with assigned departmental responsibilities. Staff will update the City Council and the community on its progress on a regular basis.
